The U.S. Anti-Doping Agency on Wednesday distributed its 202-page “Reasoned Decision,” which outlines its case against Lance Armstrong. Included in the document are never-before-published analyses of Armstrong 2009 and 2010 blood profiles, as well as testimony from 26 witnesses, including George Hincapie, Levi Leipheimer and Christian Vande Velde.

USADA will send this document to the UCI on Wednesday, along with a dossier of supporting documents, which will start the clock on the governing body’s 21-day window to either enforce a lifetime ban on the Texan and wipe the results sheets of his name between August 1998 and 2010 or appeal the decision to the Court of Arbitration for Sport.
