Alexandre Vinokourov’s Astana team could be forced into racing in cycling’s second division in 2007, after the UCI notified the team that it faces an automatic denial of its ProTour application. The UCI sent Astana general manager Marc Biver a fax Thursday, giving the team’s management company a preliminary negative notice that its application didn't fulfill all of the UCI’s required conditions for a ProTour license.
